EMPSi understands the needs of the modern Forest Service

Throughout the United States, EMPSi’s scientists, engineers, and planners are engaged in analyzing and implementing solutions for the unique environmental challenges in our National Forests. From pre-assessments to development of Forest Plans, from wild and scenic river analyses to stakeholder engagement, EMPSi is the leader in providing assistance to the Forest Service. Accessing EMPSi is easy through our multiple Forest Service contract mechanisms, and provided below is a brief selection of our project experience.

  • Providing technical support, management services, and direction for a Forest Plan revision covering 1.4 million acres across two states

  • Proposed plan diversifies management to reflect growth in recreation and access on the Ashley NF

NATIONAL FORESTS AND GRASSLANDS OIL AND GAS EIS, TX

  • Managing an EIS analyzing oil and gas leasing on six National Forests and Grasslands in Texas

  • Coordinating USFS involvement from the national office to the forest level

  • Providing a blueprint for streamlined USFS oil and gas leasing

LAKE GEORGE VEGETATION MANAGEMENT plan, CO

  • Developed EA analyzing a toolbox approach to fuels reduction and forest health improvements to move the landscape to more resilient, historical conditions

  • Prepared BA/BE and 7 specialist reports to inform preparation of the EA, including fire and fuels modeling and watershed assessments.

 
 

PIKE NF AND SAN ISABEL NF TRAVEL MANAGEMENT EIS, CO

  • Managing travel management process, specialist studies, and an EIS for two NFs

  • Obtained public input on motor vehicle use across 2 million acres and utilized USFS GIS data to create alternatives, presentation materials, maps, and website for public meetings and involvement

 
 

SIERRA NF FOREST PLAN REVISIONS PRE-ASSESSMENTS, CA 

  • Worked with four Sierra Nevada NFs to streamline planning for a fast-tracked project

  • Developed tools to quickly identify land use and natural resource conflicts with existing planning documents and USFS guidance

WILD AND SCENIC RIVERS PROGRAM SUPPORT, ID/NV/UT/WY

  • Used robust public input to create an eligibility determination process for Wild and Scenic Rivers (WSRs) eligibility in 11 National Forests and Grasslands across USFS Region 4

  • Developed a GIS protocol for robust desktop analyses using Google Earth and remote sensing

  • Provided support for the overall analysis, production, and documentation of land use plans for the Sequoia and Sierra NFs, with an emphasis on species viability analysis

  • Conducting GIS analyses to determine the potential for listed and sensitive species occurrence at over 250 early earthquake detection sites across 30 NFs

  • Assisting the USGS with seismic station siting to avoid impacts to biological resources based on the results of the analysis

BRIDGER-TETON NF FISHING ACCESS EA, WY

  • Produced an EA and BA/BE to address public need to provision special use permits for guided day-use river-bank fishing in the Blackrock Ranger District

  • Environmental analysis included an assessment of the impact of 600 service days of guided-fishing along over 30 stream miles

  • Prepared BA/BEs, Wildlife Specialist Reports, and Management Indicator Species Reports for the Crossons-Longview, Catamount, and East Central Wet Mountain forest restoration efforts

  • Assisted USFS in EA preparation and provided GIS support

 
 

CIBOLA NF FOREST PLAN REVISION EIS, NM

  • Managing an EIS and revisions for a 30-year-old Forest Plan covering 1.6 million acres

  • Providing leadership and management for a USFS team to ensure timely completion of planning documents and reviews
